Attending the event from the Ministry of Construction was Deputy Minister Nguyen Van Sinh, along with representatives of various departments and agencies. Representing Hanoi’s leadership were Mr. Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of Hanoi Party Committee, Chairman of Hanoi People’s Committee; Mr. Duong Duc Tuan, Vice Chairman of Hanoi People's Committee, along with representatives from city and Dong Anh district authorities.

In his speech, Deputy Minister Nguyen Van Sinh expressed pleasure at seeing such an important project executed by two highly experienced investors in social housing development. He emphasized that the presence of senior Hanoi leaders demonstrates the city's commitment to social housing initiatives, helping address housing demands for low-income workers and industrial zone employees within the capital.

Vice Chairman Duong Duc Tuan instructed the consortium to swiftly mobilize equipment, workforce, and resources to begin construction immediately after the groundbreaking ceremony. He emphasized close collaboration with city agencies and Dong Anh district to adopt advanced construction solutions, aiming to complete the project in early Q3/2026—five months ahead of the original schedule (Q4/2026)—thus promptly adding to the city's housing supply.

Mr. Duong Duc Tuan noted the accelerated schedule is critical, as completed housing will not only meet urgent needs but also significantly contribute to the comprehensive infrastructure development of Kim Chung Urban Area and spur socio-economic growth in northern Hanoi.

Regarding Thang Long Green City, the consortium previously completed social housing Building CT4 in Q4/2021, providing 484 apartments for approximately 1,527 residents. Responding to an urgent need for additional social housing, the consortium has committed to restarting and constructing Building CT3, which commenced today. Building CT3 includes three 12-story buildings and an attic, offering over 1,100 apartments for more than 3,900 residents.

Mr. Pham Tien Duc, General Director of Handico, representing the investor consortium, reported to senior leaders from the Ministry of Construction and Hanoi city. He emphasized: “This is the city's first concentrated social housing project initiated immediately after Prime Minister’s Decision No. 444/QĐ-TTg, assigning targets for social housing completion by 2025 and 2030. We recognize the great honor and responsibility entrusted to our consortium, and we commit wholeheartedly to fulfilling this mandate.”

The consortium has actively completed required procedures, receiving strong support from local authorities, especially from Dong Anh district. This enabled timely land clearance and legal processes, facilitating construction commencement in early 2025. The consortium boards have approved and adjusted the investment and contractor selection plans to ensure adherence to project timelines.

The event highlighted cooperation and trust between senior representatives of the Ministry of Construction and Hanoi People’s Committee towards Handico-Viglacera for implementing Hanoi's largest-scale social housing project. Hanoi plans to complete eight projects with about 4,670 apartments and commence six new projects with over 10,200 apartments this year. Approval will also be granted for six new projects totaling 10,500 units, further expanding housing supply. Handico and Viglacera’s expertise and commitment demonstrate Hanoi’s goal to provide social housing with quality and amenities comparable to commercial housing.

The project's name, Thang Long Green City, reflects a vision for a green urban area, creating ideal living spaces. Amenities include parks, community halls, walking paths, landscapes, and fountains, making it a complete urban zone and architectural highlight for Dong Anh district and Hanoi.

Central and local media outlets highlighted Thang Long Green City's event, emphasizing the attractive selling price of VND 18.4 million/m² (inclusive of 5% VAT and 2% maintenance fee). They attributed this competitive pricing to the consortium’s extensive experience, scientifically optimized design, and especially Viglacera’s environmentally friendly, integrated building materials package. Highlighted materials include energy-efficient glass, water-saving sanitary ware, autoclaved aerated concrete, and high-quality tiles.

Viglacera’s professionally displayed materials clearly illustrate exemplary design concepts employed in the project. Modern design style, optimal material choices, and European-standard production lines were among key attractions for visitors attending this special event.
