On the afternoon of March 6, Prime Minister Pham Minh Chinh chaired a nationwide online conference aimed at addressing challenges and promoting social housing development. The conference was held at the Government Headquarters and streamed live to 63 local points nationwide.
Deputy Prime Ministers Tran Hong Ha (at the Can Tho connection point) and Ho Duc Phoc attended the event alongside leaders from ministries, central agencies, provinces, cities, real estate associations, banks, major property developers, and national experts.
Recently, on February 27, Prime Minister Chinh signed Decision No. 444/QD-TTg setting social housing completion targets for 2025 and 2030. From 2025 to 2030, the country aims to complete 995,445 units, contributing to the overall goal of constructing at least one million social housing units for low-income groups and industrial workers during 2021-2030.
The Prime Minister emphasized the need for businesses to strictly comply with regulations to prevent corruption and malpractice, urging localities to establish steering committees on social housing development and ensuring that all initiated projects are completed and operational within 2025.
Reports presented at the conference highlighted rapid action by ministries to issue nine decrees and two decisions by the Prime Minister, alongside detailed regulations for newly enacted laws such as the Housing Law 2023, Real Estate Business Law 2023, Land Law 2024, and Credit Institutions Law 2024.
In terms of progress, 103 social and worker housing projects with 66,755 units have been completed; 137 projects comprising 114,618 units are under construction, and investment approval has been granted for 415 projects totaling 412,055 units. The preferential credit fund of VND 120 trillion (now increased to VND 145 trillion) has disbursed VND 2,845 billion, including VND 2,580 billion to investors and VND 265 billion to homebuyers.
Regarding the recommendations, the Prime Minister assigned the Government Office to synthesize and report to the Government for competent proposals on contents beyond the Government's authority; including the proposal to issue a Government resolution to pilot the appointment of contractors in the implementation of social housing projects
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged the comprehensive reports from ministries and localities, highlighting practical solutions and clear, realistic assessments. He stressed that social housing must adhere to quality standards and ensure synchronized infrastructure (transportation, healthcare, education, cultural and sports facilities, and utilities).
The Prime Minister underscored social housing as an essential driver of socio-economic growth, contributing significantly to investment, consumption, social security, and urban development. He stated that investing in social housing means investing in national development, calling for collective engagement from political systems, local authorities, businesses, and citizens.
However, the pace of progress remains slower than planned, notably in the disbursement of the VND 120 trillion preferential credit package. Businesses continue encountering challenges related to land access, investment procedures, direct contracting, and favorable credit conditions.

Prime Minister Chinh also directed local authorities, particularly in Hanoi and Ho Chi Minh City, to demonstrate leadership in promoting social housing, setting targets for each city to deliver 100,000 units by 2030. He emphasized strict adherence to regulations for land allocation, infrastructure synchronization, and streamlined administrative procedures to effectively support business activities.

SOCIAL HOUSING TARGETS INCREASED FOR HANOI AND HO CHI MINH CITY
Prime Minister Pham Minh Chinh has urged enterprises implementing social housing projects to strictly adhere to regulations, ensuring transparency and eliminating corruption. For projects with selected investors, he requested prompt completion of legal procedures to begin construction in alignment with approved planning and investment guidelines.
Social housing projects must ensure the highest quality standards, with synchronized technical infrastructure (electricity, roads, clean water) and social infrastructure (schools, kindergartens, parks, playgrounds, community centers). Upon project commencement, comprehensive information must be publicly and promptly announced, allowing people to register for purchase, lease-purchase, or rental.
There is an urgent need to expedite project initiation, ensuring timely completion on the allocated 20% land quota for social housing. Industrial park project investors must swiftly construct worker housing facilities to ensure adequate accommodation.
Additionally, local authorities must actively review and identify eligible beneficiaries, registering them with provincial and city People's Committees for inclusion in the preferential loan support package of VND 120 trillion.
The Prime Minister also requested consideration of regulations allowing foreign businesses and organizations to buy or lease social housing for their workers, emphasizing balanced benefits and shared risks.
Local governments must establish Steering Committees dedicated to social housing development. Projects already commenced must be completed and operational within 2025. Areas with high demand for social housing, notably Hanoi and Ho Chi Minh City, should elevate their leadership responsibilities, becoming exemplary in driving social housing developments and achieving designated project targets. Specifically, both Ho Chi Minh City and Hanoi are required to deliver 100,000 social housing units each by 2030, an increase from current targets (approximately 67,000 for Ho Chi Minh City and 45,000 for Hanoi).
Strict compliance with regulations requiring land allocation for worker housing in industrial parks and dedicating 20% of residential land in commercial and urban housing projects for social housing development is mandated.

The Prime Minister instructed localities with significant social housing needs to plan and allocate independent social housing projects strategically, ensuring adequate technical and social infrastructure, budgeting funds, and organizing land clearance for investor selection processes.
Furthermore, decisive measures are required to address coordination challenges among departments and local authorities, streamlining administrative procedures for social housing investments (project approval, investor selection, land allocation, leasing, and clearance) to encourage and facilitate enterprises' involvement in social housing development.
Local governments must promptly draft and implement annual and five-year social housing development plans, aligning with programs and targets assigned by the Prime Minister, including budget allocation for compensation, land clearance, and creating clean land banks for social housing.
Local budgets should also be balanced and allocated for entrusting to the Social Policy Bank for social housing purchases, lease-purchases, construction, renovation, and repairs.
The Prime Minister directed the Ministry of Public Security to rigorously handle cases of fraud and legal violations in social housing development.
